The Productivity Commission is about to start the next review into how effectively the plan has met its original objectives.
The review is expected to be completed by December.
Many recommendations from the last review, reported in 2019, have not been taken up by the basin states, and the warnings delivered by the commission are still relevant.
The 2019 report warned that some water savings projects were unlikely to be delivered by the 2024 deadline.
The report also found the the development and accreditation of water resource plans is behind schedule.
The 20 water resource plans from NSW have still not been finalised.
In the latest five-year review the Productivity Commission is being asked to assess the progress of the plan, whether it will meet the statutory deadlines, the effectiveness of reforms from previous reviews, and the impact of severe weather conditions, including droughts and floods.
The commission is required to have a public consultation process — submissions close, July 31 — and to produce a draft, public report.
