Premier Daniel Andrews on Tuesday announced his party would upgrade the Royal Melbourne Hospital and the Royal Women's Hospital and build a new medical precinct in the Arden urban renewal project.
The government says it will put $5 billion to $6 billion towards the hospitals' upgrade and expansion, delivering more than 1800 beds and treatment spaces.
It will also make an initial investment of up to $2.5 billion towards a medical precinct, to be built in the future Melbourne suburb of Arden which will be home to new campuses of both hospitals.
The project is expected to take 12 years to complete.
"We're starting the biggest health infrastructure project in our nation's history, growing our healthcare workforce and giving workers more training and research opportunities than ever before," Mr Andrews said.
The projects are not an election promise, but come a day after Labor promised a new hospital for West Gippsland, matching and building on an earlier opposition promise for the same region.
Meanwhile, Opposition Leader Matthew Guy has proposed $175 million in funding for Catholic and independent schools in he wins the state election in November.
The yearly funding would finance infrastructure upgrades, better facilities and resources.
"Around 360,000 kids attend a Catholic or independent school around our state. Some of those schools particularly in regional Victoria really, really need a lot of government support because they are particularly in lower socio-economic areas," Mr Guy told reporters on Tuesday.
Earlier on Tuesday, the Victorian Greens announced plans for a $15,000 "eco-bonus" for drivers to switch to electric cars.
Subsidy payments of about $3000 would also be made to electric car owners for bi-directional chargers, enabling them to charge their vehicle through solar panels in an effort to drive down greenhouse gas emissions.
Under the Greens' plan, the sale of petrol cars would be banned from 2030 and Labor's electric vehicle tax would also be scrapped.
